I don't think it counts as a database your account uses, because it is something concerning MySQL itself.
I don't think they count it because I have that also but when I look at the main page of cpanel it says I am only using one datebase (which is the one that my smf forum is on). I was wondering the same thing as you for a while but I think when they say one datebase it doesn't count the ones that are there already I think it means that you get to create one other than that.
If I am wrong please correct me so khalilov doesn't screw up his hosting because I was wrong.
The Information schema is indeed a database. However, it is not one that counts as such as for as hosting is concerned. It is a system database used by MySQL Server. Everything you will need to know about it is in chapter 19 of the MySQL documentation.

It is a database, but it is not counted as a hosted database (you don't give money nor MyCents for it).
You have a simple way of looking at this. As soon as you will be hosted, have a look at the number of databases you own in the left-side bar of your astahost cpanel, you will see that you have no database (number 0/5, or something like that). However, you will probably be able to connect to phpMyadmin and you will see this information_schema database. And as you will have created your first database, you will still see it besides your newly created database.
Ah, then no need for paying an extra 0.99cents per month thx =)
