Have you tried unplugging it?
How do you shut it down? Via the apple menu? the terminal? button on the front of the machine? keyboard?
try init 0 in the terminal. It's universal amongst all UNIX systems. Else, contact Apple Forums.

try int0 from the terminal as Xboxrules suggested. I would also try a repair install of OS 10.4 as some setting somewhere may have been corrupted. Lastly, have you tried holding the power button for 10 seconds and shut it down that way? Not the best idea as it is hard on the system, but it will tell you if it's a software or hardware problem.
Of course, before using any of the above methods (the init 0, or the holding the button down, or any other methods that don't really give the OS time to close programs and prompt for document saves) close all applications manually and save your data.
open disk utility and verify the permissions and then verify the disk.
have you used any 3rd party programs to alter any system settings?
